Reporting Responsibilities;

  • Reports to:           Deputy Registrar [Corporate]
  • Liaises with:         HR Section Staff, Court Support Staff
  • Subordinates:       Senior Administrative Officers, Administrative Officers,
    Executive Officers, Clerical Officers, Typist and the GWE’s (Messenger – HR), Senior Court Officer [Training], Senior Court Officer [Monitoring and Evaluation]

The Position

This position serve as a link between the Chief Registrar and the Court Registries Fiji Wide by providing sound advice on best management practices that provides high performance culture that emphasises empowerment, quality, productivity and the recruitment and ongoing development of superior workforce. Also assist in formulation, implementation and monitoring of plans and policies.

Key Responsibilities

  • Manage recruiting and staffing by coordinating the staff recruitment and selection process in order to ensure a timely organised and comprehensive procedure is used to recruit staff;
  • Provide advice to Management on Personal ongoing development of staff;
  • Conduct awareness of changes on human resource work related issues to staff through trainings, workshops, meeting and written submissions;
  • Assist in Developing new Human Resources policies;
  • Monitor and Evaluate staff performance and initiate corrective action as necessary;
  • Identify and evaluate human resource development needs and prepare plans and programs for short and long term to contribute to the improvement of the Department’s managerial and operational effectiveness;
  • Maintain the Departments business and operational plans as a basis for Management action and performance review;
  • Assist in the preparation of the Department’s Plan, ensuring that the contributions of each section within the Department are both realistic and achievable;
  • Ensuring the staff development and training are in line with the Department’s Strategic Workforce Plan;
  • Provide on-job training and advise other Senior Officers in personnel and workplace relations matters;
  • Representing the Human Resource Division at the Head of Sections meeting.

    SELECTION CRITERIA

     The Person

    A minimum qualification of Bachelor’s Degree and a Post Graduate Certificate or Post Graduate Diploma in Public Administration & Management OR an equivalent educational qualification acceptable to the Judicial Service Commission with at least 8 years of work experience in Senior Management role preferably in Administration/ HR field”. A pass in all service examinations except U is an added advantage together with the following Knowledge, Experience, Skills, and Abilities are required to successfully undertake this role;

         Knowledge and Experience

  1. Practical and work based knowledge and understanding of Fijian Constitution (2013), ER Act, Civil Service Act, OHS Act, EEO Policy and other government rules and procedures on all aspects and functions of human resource management;
  2. Understanding of public sector requirements for good human resource  management;
  3. Experience of supporting Management and communicating policies, directives through workshops and trainings;
  4. Experience of leading and managing staff and resources to meet the set targets. 

          Skills and Abilities

  1. Excellent communication and interpersonal skills;
  2. Good supervisory and leadership skills;
  3. Strong analytical, interpretative, evaluative and organizational skills;
  4. Planning and time management skills and a proven ability to submit reports and submissions in a timely manner;
  5. Demonstrated ability to provide sound policy advice to Management on human resources matters;
  6. Proven ability to meet set deadlines, in particular with regards to human resource and administration activities;
  7. Demonstrated ability to inspire work ethic and maintain confidentiality at all levels of the organization;
  8. Ability to manage, motivate staff and work cooperatively within a team environment;
  9. Capacity to utilize computer programs to support the operations of the Organization;
  10. Ability to conduct First Aid and Fire Wardens activities when need arises is an advantage;
  11. Ability to brainstorm and to be innovative to carry out a substantial reform methodology;
  1. Service oriented approach, with a commitment to supporting the operational/corporate environment of the organization.

Personal Character and Eligibility

Applicants for employment in the Judicial Department must be Fijian Citizens, under Age 55, in sound health, with a clear police record. The selected applicant will be required to provide a medical report and police clearance prior to taking up duty.
