Salary range:        $33,956 – $43,989

Reporting Responsibilities;

  1. Reports to: Principal Administrative Officer
  2. Liaises with: HR Section Staff, Court Support Staff
  3. Subordinates: Administrative Officer, Executive Officers, Clerical Officers,  Typist and the GWE’s (Messenger – HR)

                             

The Position

This position exists to provide support services to the various Registries/ Units within the Department by maintaining effective interaction and consultation in relation to the Public Service rules and regulations in line with the General Orders, Public Service Act 1999 and the 2013 Constitution; liaising with other Departments within Government, Statutory Bodies and the Private Sector and facilitating in the staff recruitment processing.

 

Key Responsibilities

  • To assist Principal Administrative Officer in HR matters pertaining to staffing, recruitment and general administration and support functions of the department;
  • Providing policy advice and to be able to offer leadership and direction to staff for the efficient and effective operation of the administration matters;
  • Assist in the implementation of the Performance Management System (PMS);
  • To participate in Training of Internal Staff in terms of HR issues in line with PSC Act 1999, GO 2011, Terms & Conditions for Government Wage Earners 2010 and other relevant legislative authorities;
  • To assist in the formulation of Strategic Plan and Annual Corporate Plan for the Department;
  • Writing of submissions pertaining to HR matters to Judicial Services Commission for decisions.

 

SELECTION CRITERIA

 The Person

 A Bachelor’s Degree is essential in Management & Public Administration, Business Administration OR equivalent from a recognised institution with at least 4 years’ experience in HR field. A pass in all service examinations except U is an added advantage together with the following Knowledge, Experience, Skills and Abilities:

Knowledge and Experience

  1.  Practical and work based knowledge and understanding of Fijian Constitution (2013), ER Act, PSC Act, OHS Act and other government Policies, Rules and Regulations;
  2. Good knowledge of all aspects and functions of human resource management;
  3. At least 4 years’ experience in HR field;
  4. Experience in managing and mentoring of staff.

Skills and Abilities

  1. Excellent communication and interpersonal skills;
  2. Good report writing and presentation skills;
  3. Supervisory and leadership skills;
  4. Planning and time management skills;
  5. Demonstrated ability to follow instructions and meet set deadlines, in particular with regard to human resource activities;
  6. Demonstrated ability to provide sound policy advice on human resource matters;
  7. Ability to conduct counseling to staff;
  8. Ability to maintain confidentiality of information of staff;
  9. Demonstrated ability to work cooperatively within a team environment;
  10. Ability to conduct First Aid and Fire Wardens activities when need arises is an advantage;
  11. Ability to work within a reform programme to brainstorm and be innovative;
  12. Capacity to utilize computer programs to support the operations of the HR Section.

Personal Character and Eligibility
