Reporting Responsibilities:
a)Reports to: Chief Registrar & Deputy Registrar Corporate
b)Liaises with: The Chief Registrar, Senior Management, Accounts Section Staff, Other Registry Managers and Other Government Ministries,
c)Subordinates: Senior Accounts Officer, Accounts Officer, Assistant Accounts Officers, Clerical Officers, Typist and Messenger
The Position:
Ensuring the management and execution of the Accounting Principles and procedures as required by the Finance Act, the Finance Instruction, the Procurement Regulations and the Financial Manual.
Key Responsibilities:
The position will achieve its purpose through the following key responsibility areas:
- Provide supervision in the day to day activities of the Accounts Section and implement the requirements of all Financial Legislation and Circulars
- Provide monthly expenditure and commitment report to Chief Registrar and Senior Management;
- Attend to audit queries as well as any other matters relating to Accounts Section.
- Prepare Budget for the department and ensure control of the financial resources
- Provide on the job training for Accounts Staff
- Conduct training for staff in respect of Accounting procedures
- Prepare Agency financial Report of the department
- Attend to meetings as and when required.
- Develop and oversee the implementation of business Plan of Accounts Section in line with Annual Corporate Plan and Strategic Policies of the department, monitoring performance against monthly work targets and individual work plans
- Co-ordinate the preparation of the department’s financial plan including the preparation of budget estimates, cash flow forecast and revenue forecast and budget reviews. Monitor and control department’s expenditure and oversee the implementation of the Financial Management Reform (FMR) Programme within the Department.
SELECTION CRITERIA
The Person:
In addition to a Post Graduate Degree OR A Bachelor’s Degree in Accounting/Finance/Commerce or a related field with at least 6 years experience in this field and at Senior Level together with the following Knowledge, Experience, Skills and abilities are required to successfully undertake this role:
Knowledge and Experience:
- Practical working knowledge in managing budgets and all aspects and functions of Accounts
- Good Knowledge and understanding of the Fijian constitution (2013), ER Act, Finance Act & Manual, PSC Act, OHS Act and other related Regulations and Policies;
- Understanding of public sector requirements for good Financial Management;
- At least 6 years’ work experience at senior Management level on broad range of Accounts and Finance functions
- Extensive experience in preparing budget submissions, financial reports and response to Audit;
- Experience of supporting Management and communicating financial reports including presentations and development proposals.
Skills and Abilities
- Excellent communication and interpersonal skills;
- Good supervisory and leadership skills;
- Good report writing with a proven ability to submit budget submissions;
- Demonstrated ability to provide sound policy advice on financial related matters;
- Proven ability to meet set deadlines, in particular with regards to Accounts and Financial activities;
- Demonstrated ability to manage, supervise staff and work cooperatively within a team environment;
- Ability to conduct First Aid and fire Wardens activities as and when need arises;
- Capacity to utilize computer programs to support the operations of the Accounts Section
Personal Character and Eligibility
